Criminal case against Khrunichev Center

Against the Fili Branch of the Rocket and Space Plant there was opened a case under article of the Criminal Code on misappropriation or misapplication, committed by an organized group or in especially big amount. The suspicions were aroused by RSP procurement. According to Izvestia, the grounds for the criminal case, opened in late May of present year, were the results of inspecting the Khrunichev Center, as well as the materials presented by the FSB.

The main defendants in this case are Viktor Larin, Yuri Yakovlev and Vladimir Petrik, the former RSP directors.

In 2012, Larin signed a cooperation contract with the MetallResurs. The enterprise committed itself to supply ferrous and nonferrous metals, as well as cable products for further designing Angara and Proton-M. The contract was signed between the companies without prior announcement and tendering procedure required by law. At the same time the funding was provided upon the State Defense Procurement and the Federal Space Program. According to the document, MetallResurs received a transfer of nearly RUR 300 million.

In 2013, the decision of Petrik made MetallResurs the sole supplier of a number of materials for the company. Accordingly, the tendering procedure failed in holding once again.

During the final inspection stages it was found out that for signing such a lucrative contracts with the Khrunichev Center, the RSP top-management received kickbacks through statistical one-day firms, constituted by the same MetallResurs. As the interrogated company’s former employee assures, there was talk of large amounts of tens of millions of rubles.

The MetallResurs refuses to comment on this matter.

Alexander Shmygov made a statement that the Khrunichev Center would cease cooperating with the MetallResurs.

In late May the investigating authorities also brought charges under the same article of the Russian Criminal Code against Dmitry Dyakonov, the owner and CEO of Ecopravo. He cooperated with the Khrunichev for 7 years (up to 2014). Nearly RUR 300 million were transferred to the Ecopravo’s accounts by the Khrunichev Center. The funds were cashed by Dyakonov and some more company’s executives like Nesterov and Ostroverkh.
