The Government will review a draft law on foreign broadcasting

TV channel Ukraine Tomorrow will be created as a state-owned company.

The Cabinet of Ministers of Ukraine submitted to the parliament a draft law On the Foreign Broadcasting System of Ukraine. On Monday the draft law was registered in the Verkhovna Rada as 2334, according to Telekritika.
The document states that Ukraine Tomorrow, the state-owned Foreign-language TV and Radio Company of Ukraine (INTU), will be created on the basis of the TV channels UTR and BTB.
The INTU will be intended to inform foreign residents, to protect interests of Ukraine abroad, to make public unbiased information about domestic and foreign policy and the positions of the State, as well as to cover current events in the country.
The channel Ukraine Tomorrow will be funded by the state budget of Ukraine (not less than 0.04% of the last year’s expenses). The sources of income may also include sales of products, placement of TV advertising, kind donations and other legal instruments.
The TV channel’s signal outside the country will be relayed in the networks of satellite, terrestrial and cable television, as well as via the Internet. The Ukrainian residents will be able to watch programs and broadcasts of «Ukraine Tomorrow» after signing agreements with operators and software service providers. On extraordinary occasions, the channel’s programs can be broadcasted in the digital and analog networks to be temporarily provided by the State or any other customer.
The INTU’s activities will be compatible with the following principles:
• comprehensive, unbiased and balanced information for overseas residents about events in Ukraine;
• non-interference in the internal affairs of other countries;
• clear separation of facts, comments and estimates;
• free expression of views and opinions;
• independent editorial policy;
• transparent activities;
• respect for moral, religious and ideological views.
