Russian channels are punished for loud advertising

The Russian Antimonopoly Service accused TV3 and NTV of loud advertising broadcasts.

According to information released by the Federal Antimonopoly Service of Russia, the TV channel TV3 violated part 12, article 14 of the advertising law while broadcasting its advertising unit between 4:26 p.m. and 4:51 p.m. on August 4. This violation is subject to part 1, article 14.3 of the Russian Code of Administrative Offences and is to be punished by a fine of RUR 100 to 500 thousand.
The television channel TV3 was fined in the amount of RUR 100 thousand for the fact that while broadcasting the serial “Gadalka” (Fortuneteller) it showed advertising, the volume of which exceeded the one of the serial itself. This is the first such a precedent in the Russian TV broadcasting.
We shall recall that, according to the Russian advertising law, the volume of advertising and its announcements should not exceed the one of program or telecast it interrupts. The Law “On Advertising” was passed at the session of the Russian State Duma on December 24 last year.
Similar charges were addressed by the Antimonopoly Service to the NTV channel, which broadcasted advertising during the program “Morning with Julia Vysotskaya” using the volume which violated part 12, article 14 of the above Law. According to the legislation, the promotional content can be louder than interrupted programs by 1.5 dB at the most.
Russia is not the only country having the law that regulates the volume of TV advertising content. This is also practiced in the USA, UK and some other countries.
