Ukrainian providers are obliged to specify the exact Internet speed

On August 23, 2016 the National Commission of State Regulation in the Field of Communication and Information (NCRCI) approved the changes to the basic requirements for contracts to provide Internet access services.
According to these changes telecommunications companies providing Internet access services are required to indicate a clear and understandable explanation of the minimum and maximum data transfer rates for inbound and outbound traffic while using fixed and mobile networks in the contracts concluded with the subscribers.
Recently, NCRCI submitted to the Ministry of Justice of Ukraine updated documents for registration. After the registration this regulatory document shall come in force on January 01, 2017. Earlier, the document has already been approved by the administration of the State Service of Special Communication and Information Protection of Ukraine, the State Regulatory Service of Ukraine and the Antimonopoly Committee of Ukraine.
The new version of the document stipulates that the telecommunication networks interaction may be done only between telecommunications operators and providers registered in the state register, as well as economic entities having the appropriate license for the radio frequency resource use.

According to NCRCI, approved changes will help to protect the market from illegal operators, to close up the gaps in the legal framework and to prevent price wars, and this will contribute to the stable development of the Ukrainian telecommunications market.
As a reminder, in December 2015 NCRCI has taken as a basis the draft decision “On amendments to the basic requirements for the contract to provide telecommunications services and for activities in the telecommunications field (activities to provide Internet access services)”.
