The Verkhovna Rada of Ukraine adopted the law on state support of the film industry

The new law provides significant development of Ukrainian filmmaking.

As ZN.UA informed, yesterday, on 22 September, 230 deputies of the Supreme Council of Ukraine adopted the draft law No. 3081-d “On State Support of сinematography in Ukraine”.

Adoption of the draft law is supposed to define the basic principles of the state policy aimed at supporting the national film industry, in particular:

  • determine the form and procedure for the provision of state financial support to subjects of cinematography;
  • it proposes creation the Council for State Support of Cinematography, its legal status, objectives, structure and activities are determined;
  • the mechanism of state participation in financing the films production is detailed, cultural and industrial criteria of the Cultural test are determined;
  • a point system is introduced – the estimation elements of national films.

Also, according to the adopted law, the State Fund for Support of Cinematography in Ukraine will receive the amount not less than 0.2 % of the budget expenditures for the past year. So, next year it will be granted by UAH 1.28 billion. The document also states that the State Fund may receive income from other sources of funding.

Norms of the adopted law will provide an increasing the number of Ukrainian films in the box office sales thoughout the country from the current 2.5 % to 25 %. The number of Ukrainian movies and TV series on national TV channels will increase in three times. Protection of intellectual property and copyright in this field will be significantly enhanced, i.e. there will be fight against piracy.

In addition to already mentioned positive features, the development of infrastructure will contribute to increasing the number of jobs and tax revenues from film industry. Also, due to adoption of the law the foreign content producers will be attracted to our country.
