On the way to 4G: Ukrainian operators will agree radio frequencies exchange

Kyivstar, LifeCell and Vodafone Ukraine are going to coordinate the exchange of radio frequency resource (RFR) in 900/1800 MHz ranges, this will help to speed up the launch of 4G-communication in our country. This was written at the New Time (Novoe Vremia) portal with reference to Vladislav Radysh, the Director of Corporate and Regulatory Affairs in Kyivstar.

It is noted that after the launch of third generation networks deployment there appeared a problem with the frequencies exchange (or refarming). Therefore, early in this year, Ukrainian mobile operators began negotiations to find the solution of that problem. If mobile operators will manage to reach an agreement, this will allow them to significantly save on maintenance of their networks.

However, the intervention of the regulator – the National Commission for Communications and Information Regulation (NCCIR) for the successful completion of this process will be required.

As at the moment Kyivstar possesses the biggest (more than 50 %) share of frequencies in the range 900/1800 MHz, a simple refarming will leave Vodafone Ukraine and LifeCell in unequal market conditions. And here NCCIR should participate as the regulator to offer Vodafone and LifeCell to buy excess frequencies from Kyivstar to and monitor the process. However, today it is not known whether Kyivstar in really ready to take this step.

However, refarming is only one side of the coin. For the successful implementation of 4G technology in Ukraine legislative framework shall be improved by introducing the concept of  technology neutrality, as well as a number of other standards, and Alexander Danchenko, the deputy from Samopomich, told about this in details.
