Regulatory Authority Puts out to Tender Frequencies for 4G in the Band of 2.6 GHz

The authority allotted 80 MHz for 4G network in four frequency bands, as  Liga.Biznes informs.

Thus, the National Commission for the State Regulation of Communications and Informatization reported that it took as a basis the draft amendments to the resolutions of the Cabinet of Ministers №993 and №200, which means that frequencies in the band of 2.6 GHz will be put out to tender for 4G.

Comments and suggestions for the above draft amendments are welcome to submit to the Commission by December 30 of present year inclusive.

As for regional prices, the draft offers 1 MHz in the band of 2.6 GHz for one region for UAH 1.06 million. It is specified that the license will be valid for 15 years.

The authority allotted 80 MHz for 4G network in four bands as follows: 2510-2545 MHz, 2565-2570 MHz, 2630-2665 MHz and 2685-2690 MHz.

In fact, one license for 20 MHz in 25 regions, without taking into account the Crimea and Sevastopol, will cost over half a billion hryvnias to an operator.

The draft amendments also provide for a compensation scheme, in case any entity decides to release its radio frequency bands to introduce new technologies. In this case, a conversion plan along with documentary evidence should be submitted to NCCIR. At that, the expenses shall not exceed 25% of the license fee.

For the time being, 25% of the value of four licenses (UAH 500 million) are claimed by the company MMDS Ukraine, which owns an exclusive license in the band of 2.6 GHz. MMDS is ready to give back to the government 50% of its frequency spectrum for some compensation.

There were put out for public discussions prices (for frequencies for 4G – Ed.), the compensation procedure for existing users (radio frequencies – Ed.), as well as corresponding changes in the Radio Frequency Resource Plan. So far, only for 2600 MHz. Hopefully, the “Big Three” will apply common sense to offer a solution for 1800 MHz”, as stated by the Chairman of NCCIR Alexander Zhyvotovsky on his Facebook profile.
