Mr. Poroshenko Signed the Law Aimed at the Telecom Networks Development in Ukraine

On March 2, the President of Ukraine Petro Poroshenko signed the law “On Access to the Construction, Transport and Electricity Facilities in order to Develop Telecommunications Networks”. This is stated on the web site of the Verkhovna Rada of Ukraine, which published the relevant draft law.

According to the statement on the Verkhovna Rada’s web site, Law No. 4159 was sent back to the Parliament under Presidents’ signature.

The document provides for legal, economic and organizational principles of accessing infrastructure for the deployment of technical telecommunications means. In particular, the law establishes a number of uniform rules to access any infrastructure facilities, which will allow Ukrainian telecom providers to improve their Internet coverage quality.

At the same time, there will be defined the competence of public authorities, local governments, as well as the rights and duties of operators, telecom providers, and other natural persons or legal entities that own (possess) infrastructure of construction, transport, electricity facilities, in terms of inducing its use for the telecommunications needs.

Let us recall that the Law “On Access to Infrastructure” (No. 4159) was adopted in February this year during the so-called “IT Day” held in the Parliament. The telecom industry’s feedback to the adoption of this law is generally positive. However, the company “Kyivstar” detected “one rotten apple” in it. In particular, the law was “amended” to raise the upper fee limit to access infrastructure of dwelling houses, which would led to a significant increase in providers’ costs.
