Kyrgyz Media Run a Campaign against the Ukrainian TV Equipment Supplier. “Kvant-Efir” to respond with lawsuits

The Ukrainian company “Kvant-Efir”, engaged in manufacturing and supplying transmitting analog-digital TV equipment, including to the Kyrgyzstan’s market, was accused of selling uncertified equipment.

A campaign against the “Kvant-Efir” started in the mass media of Kyrgyzstan. The point is that the company allegedly supplied to the Kyrgyz market uncertified equipment that provides a low-quality signal and repeatedly breaks down. The company is also charged with breach of contract relevant to the country’s digital broadcasting project.

The “Kvant-Efir”’s management responded to the charges with a press conference held on March 28 at AKIpress (Bishkek).

During the event, the CEO of “Kvant-Efir” Alexey Letinsky informed that the company supplied high-quality equipment both to Ukrainian and foreign customers. It has all the certificates, conforms to quality requirements and has a three-year warranty.

“The Digital Terrestrial TV Broadcasting Project in Kyrgyzstan was set up in 2014. The “Kyrgyztelecom” announced a tender, which was won by our company. The contract value was 2 million 642 thousand dollars. The project implementation involved four stages: In 2014-2016, it was signed a framework contract; it was fulfilled the first order for supplying first-stage equipment; and after that the project implementation started. Over three months we supplied equipment and a large station in Bishkek. Then it was inaugurated the satellite TV system, and the first stage of digital television was completed. A big job was done. Since 2014, we implemented three stages of digital TV, and the last stage was completed in November 2016, so this is the date to consider the system was run, and today the network operates in a normal mode under the contract terms and tender documentation”, as Mr. Letinsky stated.

Therefore, there is no reason for speaking about Kvant-Efir’s violations of the contract for building a digital terrestrial TV network.

He also added that earlier there were intentions to set up a special branch “Kvant-Efir Asia” in Kyrgyzstan, which would deal with assembling equipment. Yet, this project was never implemented for a number of reasons.

According to Mr. Letinsky, the “Kvant-Efir” is bound to file a lawsuit in local courts seeking denials from Kyrgyz editions, in particular Zanoza and Vesti.kg, the articles of which, in his opinion, caused major damage to the company’s image.

Let us recall that Kyrgyzstan’s transition to the digital terrestrial broadcasting is scheduled for May 15 this year.
