National Council of Ukraine presented the results of monitoring of the language quotas on radio

Kostinsky: radio stations overfulfill the norm on programs in official language

On September 5, the National Council for Television and Radio Broadcasting presented the results of monitoring of 15 national radio stations and 174 regional and local FM radio stations on observation the compulsory quotas of songs and programs in Ukrainian language. According to the Law No. 1421-VIII “On Amending Certain Laws of Ukraine on the Quotas of Musical Works in Official Language in Programs of Television and Radio Broadcasting Companies”, a quota of songs in a national language should be at least 30 %, and of the programs – not less than 55 % until November 8, 2018.

According to the monitoring data for the first half of 2018, the volume of Ukrainian-language songs exceeded the quota norm by 24 % on the national radio stations and on the regional and local ones by 18 %. The volume of programs on the national radio stations in an official language also amounted 31 % higher than the norm established by law. At the regional and local ones, it fetched up to 37 % above the norm.

A member of the National Council Serhiy Kostinsky singled out the radio stations with the largest amount of Ukrainian songs – 91 %. They are “Krayina FM” – 100 %, “UA: Radio Promin” – 99 %, “UA: Ukrainian radio” – 92 %, “UA: Radio Kultura” – 76 %. Also, Kostinsky mentioned the radio stations with a variety of formats of music content where the average share of Ukrainian-language songs in the first half of 2018 was 40 % and the radio stations with the share of songs in the official languages ​​of the EU in accordance with the license terms was at least 60 % of the total airtime.

“Сompared to the last year a significant growth in number of Ukrainian-language songs we observe on the radio stations “Radio NV” – by 23 %, “UA: Ukrainian radio” – by 14 %, “UA: Radio Kultura” – by 13 %, “Our radio” – by 9 %, “Perets FM” – by 6 %”, he said.

The fact that all radio stations increase the share of the songs in the Ukrainian language, according to Kostinsky, is an evidence of a positive trend of increasing airtime in the official language from year to year.

The division of monitoring results between regional and local radio stations has shown an average song rate by regions of 48 %, and this share increased by 5 percent compared to last year. The amount of Ukrainian-language songs on the radio stations has been increased by 16 % in Luhansk, by 10 % in Volyn, by 9 % in Ternopil, Kyiv and Kyiv regions, respectively. The air time in Ukrainian has significantly increased in Kherson, Khmelnitsky, Mykolaiv, Kharkiv, Vinnytsya, Dnipropetrovsk and Donetsk regions.
