Government Approved Instructions to Tender for 4G Introduction Frequencies

The starting price of frequencies in the band of 1800 MHz is UAH 3.975 billion.
The Cabinet of Ministers of Ukraine approved the instructions to tender for frequencies in the band of 1800 MHz in Q4 2017 – Q1 2018, granting the priority right of redemption to existing operators and fixing the starting lot price of UAH 3.975 billion.
The relevant decree was adopted at the Government’s extraordinary meeting.
This decree provides for the priority right of purchasing first lots of frequencies in the band of 1800 MHz by three cellular operators like Kyivstar, Vodafone and lifecell.
“There is a suggestion to back up the resolution, to ensure a fully transparent public tender and, most importantly, an opportunity to develop the fourth-generation communications”, as stated by the Prime Minister of Ukraine Volodymyr Groysman.
Let us remark that Ukraine is nearly one of the tardy European countries, which have not passed to the fourth-generation of mobile communications until now.
The starting price of 4G-licenses in the band of 1800 MHz will be 981,481 hryvnias per 1 MHz in one region.
The validity of these licenses will be 15 years.
“1800 MHz is an optimum band, and Ukraine’s state budget will get UAH 4 billion for issuing these licenses”, as stated by Vice-Prime Minister Stepan Kubiv.
According to the Chairman of the National Commission for the State Regulation of Communications and Informatization (NCCIR) Alexander Zhyvotovsky, the tender for the 1800 MHz band is scheduled for the 4th quarter of 2017, but it will be most likely held in the 1st quarter of 2018.
